New Immigration Provision Could Allow More Foreign Nurses to Work in the US
Congress is considering a new immigration package provision that could allow more foreign nurses to work in the United States. By doing so, it could help the nursing shortage. However, the offer is not without concerns and risks. For example, foreign nurses may have lower skill levels. In addition, with nurses from third-world countries being paid far less, it could also cause the lowering of wages for nurses in the US. With the predicted 1 million vacant nursing positions by 2010, some feel that the need is so great that it still would not affect the wages of nurses. FAIR (the AFL-CIO labor union) and a Pennsylvania study say that, due to their immigration status, foreign nurses will not challenge any of these issues regarding pay. One concern with the American Nurses Association is the testing of foreign nurses. There is a bill to remove the screening and testing requirements for foreign nurses looking to work in the US. It is the testing that helps confirm whether or not the nurses are qualified and competent. Without these, it may be more difficult to judge the quality of healthcare. The American Nurses Association is also supporting stronger wage rules to help ensure that employers cannot hire nurses at lower pay.
